PROBLEMS AND CHALLENGES ASSOCIATED WITH THE DEVELOPMENT OF DEPOSIT INSURANCE SYSTEM – GLOBAL BEST PRACTICES

Summary
The interest in deposit insurance systems as instruments that enhance the stability of the banking system was stirred after the 60s, although the first such system was established in 1829 in New York. Often, governments start thinking about the problem of guaranteeing depositors' savings when they face the bankruptcy of a certain bank and anticipate serious problems in their banking sector. In this study we discuss the main conceptual issues related to the organization, operation and updating of such systems, based on a critical analysis of international experience and best practices in this field. The practice in Bulgaria remains outside the scope of our study, because our system for guaranteeing bank deposits was established after 1998 and is relatively modern since it is based on the best international practices.
