    EFFICIENT FISCAL POLICY IN EU'S OPEN ECONOMY

Since the financial crisis in 2008, the EU member states have not been able to reach their pre-crisis GDP growth rates for already seven years (the study was conducted in the beginning of 2015). Most of them face the effects of deflation as a new factor that delays the process of post-crisis recovery. Thus the public debate revolves around the logical questions whether and to what extent a policy of public sector expansion by increasing government spending can change the established trend and restore the growth rates. The aim of this study is to determine whether and to what extent a Pan-European expansionary government policy for post-crisis recovery would be efficient and could provide positive economic results. The first section presents an analysis of the causes for the global financial crisis. The second section contains a critical analysis of the Keynesian theory and the business cycles theory of the Austrian Economic School as well as a comparative analysis of the fiscal positions of the EU member-states before and after the crisis and an outline of the new trends. The third section reviews Bulgaria's net fiscal position and its effect on the GDP growth in before, during and immediately after the peak of the crisis. The fourth section reviews the currency exchange rate adjustment of the imbalances of the open economies of the EU and the US as a possible factor for their different rates of post-crisis recovery. The study contains eight tables, five figures and 26 cited sources, eight of which are in Bulgarian. The research methods include comparative analysis, correlation analysis, induction and deduction. The analyses are conducted with monthly and annual data from January 2000 to January 2015 (the last period prior to submitting the study.)

Many contemporary researchers in the field of management science believe that culture is a factor that is as important for the economic development as the market itself. This shows that a profound change has occurred in the basic concepts in terms of a new, people-oriented bias as well as that today there is a new type of managerial relations and communication based on values shared by managers and their subordinates in the organization. The study aims to analyse the organizational culture and the ethical values as performance factors of managerial communication. This is one of the most common and complex problems that social organizations have to deal with and which affects the efficiency of their management. The main research thesis is to confirm the importance of organizational culture and ethical values for the development and enhancement of the new socio-economic relations in the global economy of the twenty-first century.

In the last decades domestic violence has been considered a major and widespread problem, which in turn causes numerous other problems on both societal and individual level. This requires the development of policies against the domestic violence as a negative social phenomenon, as well as implementation of concrete steps for its mitigation and elimination. The aim of the study is to determine the role of the NGOs in Bulgaria in relation to policies against domestic violence. To do this the author has performed the following tasks: 1. Surveyed the availability of specialists in NGOs in the field of so-cial activities related to domestic violence against women. 2. Surveyed the sources of funding of the activities of NGOs which provide social services in the field of domestic violence as well as their leg-islative and institutional environment. 3. Reviewed the prevention and redress aspects of NGO's policies re-lated to domestic violence against women. 4. Outlined the aspects for improving the social services related to domestic violence against women. The study presents the results of a sociological survey among NGOs conducted in the period October - November 2013.

The growing importance of intra-industry trade and its role for decreasing the cost of adjustment of economies along the processes of their transformation require a toolbox for accurate measurement of its share. The study reviews three major stages in the development of the mathematical models for measuring intra-industry trade: 1) Initial quantification attempts; 2) Historical measuring; 3) Decomposing the intra-industry trade into vertical and horizontal trade. The author has described the specific indices and methodologies used at each stage and analyzed those of their specific characteristics the researches should take into account when using them

Assessment was based on the behaviour patterns of foodstuff buyers. The results from a survey were subjected to a comparative analysis to determine the specific characteristics of the consumers in India and Bulgaria in this re-spect.
